TO FOSTER THE IMPROVEMENT OF THE DESIGN AND LAY-OUT OF PUBLIC HIGHWAYS; TO PROMOTE SCHEMES FOR THE PROVISION OF ROADSIE PARKCHEMES FOR THE PROVISION OF ROADSIDE PARKS AND OPEN SPACES DESIGNED TO ENHANCE THE BEAUTY AND ATTRACTIVENESS OF THE HIGHWAYS, AND TO ENCOURAGE THE IMPROVEMENT OF EXISTING ( AND PROVISION OF ADDITIONAL) PUBLIC HIGHWAYS, SUCH SCHEMES BEING PLANNED TO SECURE MAXIMUM SAFETY AND BEAUTY.
