THE PROVISION AND MAINTENANCE OF FLATS FOR PERSONS OF LIMITED MEANS RESIDENT IN THE BOROUGH OF SCARBOROUGH WITH PREFERENCE FOR PERSONS WHO WERE BORN IN THE SAID BOROUGH AND FOR THE BENEFIT OF THE RESIDENTS OF THE CHARITY OR ANY OF THEM IN SUCH MANNER AS THE TRUSTEES THINK FIT FROM TIME TO TIME.
