TO RELIEVE THE AGED AND DISABLED WITHIN READING AND THE SURROUNDING AREA BY THE PROVISION OF SCHEMES FOR AIDING THE INDEPENDENCE AND MOBILITY OF TEMPORARILY OR PERMANENTLY DISABLED PEOPLE AND ELDERLY PEOPLE WHO DUE TO THEIR AGE AND/OR INFIRMITY ARE IN NEED OF SUCH AID.
