TO PROMOTE THE WELFARE AND INDEPENDENCE OF DISABLED PERSONS EITHER INCAPACITATED PERMANENTLY OR TEMPORARILY IN LEOMINSTER BY PROVIDING PERSONAL ASSISTANCE AND WHEELCHAIRS, BATTERY AND MANUAL, SCOOTERS AND SIMILAR EQUIPMENT FOR USE IN THE AREA OF BENEFIT WITH THE OBJECT OF IMPROVING THEIR MOBILITY AND CONDITIONS OF LIFE.
