THE ADVANCEMENT OF THE EDUCATION OF CHILDREN WHO OR WHOSE PARENTS ARE BONA FIDE RESIDENT IN THE BENEFICIAL AREA BY WAY OF PRIZES OR AWARDS TO OR FOR THE BENEFIT OF SUCH CHILDREN WHO SHALL HAVE ATTENDED ANY PUBLIC ELEMENTARY SCHOOL, AND ALSO THE CHURCH SUNDAY SCHOOL, FOR NOT LESS THAN ONE YEAR NEXT PRECEDING THE AWARD OF SUCH PAYMENT
