II) THE PROMOTION OF THE MERCANTILE MARINE FOR THE BENEFIT OF THE PUBLIC ON PARTICULAR BY THE EDUCATION AND TRAINING OF SEAFARERS AND PERSONS SEEKING TO BECOME SEAFARERS IN MARITIME SKILLS.
III) THE RELIEF OF UNEMPLOYMENT FOR THE BENEFIT OF THE PUBLIC IN PARTICULAR BY THE PROVISION OF TRAINING AND EDUCATION TO UNEMPLOYED SEAFARERS.
