TO PROVIDE THE NECESSARY FACILITIES FOR THE DAILY CARE, RECREATION AND EDUCATION OF CHILDREN DURING OUT OF SCHOOL HOURS AND SCHOOL HOLIDAYS AND FOR CHILDREN UNDER STATUTORY SCHOOL AGE AT ANY TIME NECESSARY AND WHO ARE LIVING IN THE WIGAN AREA.
