FOR THESE PURPOSES THE TERM VULNERABLE IS DEFINED ACCORDING TO THE CRB ACCEPTED DEFINITION TO BE '...A PERSON AGED 18 OR OVER AND WHO RECEIVES; SOCIAL, CARE, NHS OR IHS, ACCOMMODATION IN A CARE HOME OR SERVICES PROVIDED IN AN ESTABLISHMENT FOR PEOPLE WITH LEARNING DIFFICULTIES.'
