TO RELIEVE THE NEEDS OF BLIND AND PARTIALLY SIGHTED PEOPLE WHO ARE RESIDENT IN THE NEWCASTLE BOROUGH COUNCIL DISTRICT AND THE SURROUNDING AREA BY THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
