3.1 THE PREVENTION OR RELIEF OF POVERTY IN COLCHESTER AND THE SURROUNDING AREA, IN PARTICULAR BUT NOT EXCLUSIVELY BY PROVIDING EMERGENCY FOOD SUPPLIES TO INDIVIDUALS IN NEED AND/OR CHARITIES OR OTHER ORGANISATIONS WORKING TO PREVENT OR RELIEVE POVERTY.
