B) PROVISION OF SCHOLARSHIPS FOR BOYS AND GIRLS LIVING IN THE BENEFICIAL AREA AT AN INSTITUTE OF HIGHER EDUCATION, C) PROVISION OF SPECIAL FACILITIES IN SUBJECTS OF PRACTICAL OR TECHNICAL INSTITUTION ADDITIONAL TO THOSE AFFORDED BY THE LOCAL EDUCATION AUTHORITY FOR YOUNG PEOPLE WHO ARE OR WHO HAVE BEEN ATTENDING A PUBLIC ELEMENTARY SCHOOL.
