TO RELIEVE THE DISABILITY OF VISUALLY HANDICAPPED PERSONS IN HOUGHTON-LE-SPRING AND SURROUNDING DISTRICT AND MORE PARTICULARY BUT WITHOUT PREJUDICE TO THE GENERALLY OF THE FOREGOING TO PROVIDE EDUCATIONAL AND RECREATIONAL FACILITIES IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECTS OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID PERSONS.
