MARTIN'S SHALL FROM TIME TO TIME DETERMINE PROVIDED THAT SUCH SUPPORT DOES NOT RELIEVE EXPENDITURE WHICH A BODY OR AUTHORITY IS UNDER A STATUTORY DUTY TO PROVIDE.
