TO ADVANCE, PROMOTE AND ENCOURAGE GENERALLY AND BY MEANS OF THE COMPETITIVE FESTIVAL MOVEMENT IN PARTICULAR THE STUDY AND PRACTICE OF THE PUBLIC IN THE ARTS AND IN PARTICULAR THE ARTS OF MUSIC, SPEECH AND DRAMA, LITERATURE AND HANDWRITING IN ALL THEIR BRANCHES.
