TO PROVIDE HOUSING ACCOMMODATION FOR NEEDY PERSONS WHO ARE OR HAVE BEEN INHABITANTS OF THE ADMINISTRATIVE COUNTY OF EAST SUFFOLK OR THE COUNTY BOROUGH OF IPSWICH AND WHO BY REASON OF AGE, INFIRMITY OR FINANCIAL CIRCUMSTANCES COULD NOT OTHERWISE WITHOUT DIFFICULTY OBTAIN SUCH ACCOMODATION.
