TO TAKE SUITABLE STEPS BASED THEREON FOR THE PUBLIC BENEFIT TO IMPROVE THE SOCIAL AND GENERAL CONDITIONS NECESSARY FOR SUCH HEALTHY PSYCHOLOGICAL DEVELOPMENT.
