TO DISTRIBUTE AND APPLY THE INCOME PERIODICALLY AND AT LEAST TWICE A YEAR IN MAKING PAYMENTS TO PEOPLE WHO SUFFER FROM A DISABILITY AND WHO IN THE OPINION OF THE TRUSTEES WOULD BENEFIT FROM FINANCIAL ASSISTANCE AND WHO SHALL HAVE RESIDED IN THE KEIGHLEY AREA FOR A REASONABLE TIME AND ARE OF THE PROTESTANT FAITH.
