TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR SPORT, RECREATION AND LEISURE TIME ACTIVITIES FOR PEOPLE WHO ARE BLIND OR PARTIALLY SIGHTED IN THE INTEREST OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH PERSONS HAVING NEED OF SUCH FACILITIES AS AFORESAID BY REASON OF THEIR DISABLEMENT
