TO PROVIDE OR ASSIST IN THE PROVISION FOR THE INHABITANTS OF THE PARISH OF BURRINGTON AND THE NEIGHBOURHOOD THEREOF (THE AREA OF BENEFIT) FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS BY:
(A) THE PROVISION OF A VILLAGE HALL;
(B) THE PROVISION OF A RECREATION GROUND.
