(II) THE ENCOURAGEMENT OF THE PRESERVATION AND RESTORATION OF WORKS OF ART AND THE PROMOTION OF THE DEVELOPMENT AND DISSEMINATION OF PRESERVATION AND RESTORATION TECHNIQUES FOR THE PUBLIC BENEFIT.
