THE PURPOSE OF STARTING AND KEEPING UP OR CONTINUING TO KEEP UP A READING ROOM AND RECREATION ROOM OR INSTITUTION. IF, FOR ANY REASON, THAT SUCH A ROOM OR INSTITUTION WOULD NOT BE CONVENIENTLY ESTABLISHED OR CONTINUED, THE INCOME SHAL BE APPLIED IN PROVIDING EVENING AMUSEMENT AND RECREATION FOR RESIDENTS IN THE BENEFICIAL AREA
