TO PREVENT CRUELTY TO SMALL ANIMALS BY MEANS OF (A) GIVING FINANCIAL SUPPORT IN SUITABLE CASES TO THOSE WHO TAKE IN A STRAY AND CANNOT MEET THE FULL COST OF NEUTERING OR SPAYING THESE ANIMALS (B) EDUCATING OWNERS OF SMALL ANIMALS AND THE PUBLIC IN GENERAL AS TO ANIMAL WELFARE AND THE NEED FOR NEUTERING TO REDUCE THE AMOUNT OF UNWANTED STRAYS BY MEANS OF LEAFLETS AND ANY OTHER APPROPRIATE METHOD.
