TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION OR LEISURE-TIME OCCUPATION; IN PARTICULAR FOR YOUNG PEOPLE UP TO THE AGE OF 10 YEARS, SINGLE PARENTS, PARENTS OF CHILDREN WITH SPECIAL EDUCATIONAL NEEDS, NEW PARENTS AND ANY OTHER MEMBERS OF THE PUBLIC LIVING IN KIDLINGTON AND ITS ENVIRONS WHO ARE IN NEED, BY REASON OF THEIR SOCIAL OR ECONOMIC CIRCUMSTANCES WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONS.
