THE ADVANCEMENT OF EDUCATION AND THE PROVISION OF RECREATIONAL AND LEISURE TIME FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR CHILDREN AND ADULTS WITH SPECIAL NEEDS, THEIR FAMILIES AND CARERS.
