Charitable expenditure
Some charities generate all, or a substantial part, of their income from investments which may have been donated to the charity as endowment or set aside by the charity from its own resources in the past. Such investments usually take the form of stocks and shares but may include other assets, such as property, that are capable of generating income and/or capital growth.
In managing their spending and investments charities need to strike a balance between the needs of future and current beneficiaries. They also need to take account of spending commitments that may stretch over a number of future years. To do this, charities will normally adopt an investment strategy designed to generate both income and capital growth. To maximise returns trustees may commit to investment strategies for several years.
Investments can experience large swings in value so trustees may, in a particular year, decide to realise and spend part of their charity’s capital or to invest part of its income.

Charitable objects
2.1 The Charity's objects throughout the County of Cornwall and the Isles of Scilly are the promotion of the VCSE Sector for the benefit of the public including but not limited to: (a) liaising between VCSE Organisations, statutory agencies and other groups on relevant issues; (b) co-ordinating and facilitating partnership working and service delivery between VCSE Organisations, statutory agencies and other relevant groups (including as but not limited to the Charity acting as accountable body in connection with commissioning activity in the VCSE Sector); (c) providing training, conferences and seminars on subjects relevant to the efficiency of the VCSE sector; (d) identifying needs in the VCSE sector and establishing projects or policies to address them; (e) providing information to the press and the public on the operation of, or problems encountered by, the VCSE sector; (f) providing support services and guidance to and for the VCSE Sector; (g) providing advice and information on fundraising techniques appropriate for VCSE Organisations; and (h) acting as a representative of the VCSE Sector in relation to steering government policies and legislation.
