TO ADVANCE THE EDUCATION OF CHILDREN AND YOUNG ADULTS UNDER THE AGE OF 25 WHOSE OPPORTUNITIES ARE LIMITED BY SOCIAL, DOMESTIC OR FINANCIAL CIRCUMSTANCES BY PROVIDING OR ASSISTING IN THE PROVISION OF A FORMAL EDUCATION AND/OR BY THE PROVISION OF OPPORTUNITIES FOR WORK AND CULTURAL EXPERIENCES OUTSIDE A FORMAL EDUCATION TO ENHANCE THEIR OVERALL DEVELOPMENT AND LEARNING.
