TO PROVIDE EXPENSES OF STIPENDIARY READERS AND LICENSED LAY WORKERS AND LICENSED READERS INCURRED IN PERFORMANCE OF THEIR DUTIES. 4. IN TRAINING AND EQUIPPING STIPENDIARY READERS LICENSED LAY WORKERS AND LICENSED READERS.
