THE RELIEF OF YOUNG PERSONS IN THE HARWICH AND SURROUNDING ESSEX AREA BY THE PROVISION OF AN INFORMATION , ADVICE AND COUNSELLING SERVICE IN PARTICULAR TO PRESERVE AND PROTECT THE PHYSICAL AND MENTAL HEALTH OF SUCH YOUNG PERSONS AND TO IMPROVE THE CONDITIONS OF LIFE OF YOUNG PERSONS WHO HAVE NEED OF SUCH A SERVICE BECAUSE OF THEIR SOCIAL OR ECONOMIC CIRCUMSTANCES.
