TO PROVIDE OR ASSIST IN THE PROVISION OF OPPORTUNITIES FOR SPORT, RECREATION AND LEISURE TIME ACTIVITIES FOR PEOPLE WHO ARE BLIND OR PARTIALLY SIGHTED (TOGETHER KNOWN AS VISUALLY IMPAIRED AND HEREINAFTER REFERRED TO "VI") IN THE INTEREST OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR SUCH PERSONS HAVING NEED OF SUCH FACILITIES AS AFORESAID BY REASON OF THEIR DISABLEMENT
