PROMOTING THE EFFICIENCY AND EFFECTIVENESS OF CHARITIES AND THE EFFECTIVE USE OF CHARITABLE RESOURCES FOR THE BENEFIT OF THE PUBIC IN ROSS-ON-WYE AND SURROUNDING PARISHES BY ANY MEANS AS THE TRUSTEES IN THEIR DISCRETION SHALL DETERMINE, PROVIDED ALWAYS THAT SUCH PROMOTION HAS THE GOAL OF PROVIDING CHARITABLE SERVICES OR RELIEF TO THE RESIDENTS OF ROSS-ON-WYE AND THAT ANY PRIVATE BENEFIT ARISING IS SOLELY INCIDENTAL.
