THE PROVISIONS OR ASSISTANCE IN ORGANISATION AND PROVISIONS OF FACILITIES FOR RECREATON AND OTHER LEISURE TIME OCCUPATION FOR THE INHABITANTS OF THE BOROUGH OF TORFAEN WHO BY REASON OF THEIR YOUTH OF POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES HAVE NEED OF SUCH FACILITIES SO AS TO DEVELOP THEIR PHYSICAL CAPACITIES THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY AND THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
