THE ADVANCEMENT OF EDUCATION BY THE PROVISION OF SCHOLARSHIPS GRANTS AND MAINTENANCE ALLOWANCES TO MALE OR FEMALE PERSONS BORN IN THE COUNTY OF CUMBERLAND (EXCLUDING THE CITY OF CARLISLE) BETWEEN THE AGES OF ELEVEN AND TWENTY-ONE (OTHER THAN EMPLOYEES OF THE NATIONAL COAL BOARD OR OF THE BRITISH STEEL CORPORATION) WHO ARE STUDYING OR WHO HAVE COMPLETED A COURSE OF STUDY OF NOT LESS THAN TWO YEARS AT A PLACE OF SECONDARY OR FURTHER EDUCATION IN THE BOROUGH OF WORKINGTON OR THE URBAN DISTRICT OF MARYPORT (OR IF AND SO FAR AS IT SHALL IN THE OPINION OF THE TRUSTEES PROVE IMPRACTICABLE TO CARRY OUT THIS OBJECT EXCLUSIVELY WITHIN SUCH AREAS BUT NOT OTHERWISE THE BOROUGH OF WHITEHAVEN AND SUCH OTHER DISTRICT COMPRISED IN THE COUNTY OF CUMBERLAND, EXCLUDING THE CITY OF CARLISLE, AS THE TRUSTEES SHALL THINK FIT) AND WHO ARE IN NEEDY AND DESERVING CIRCUMSTANCES, TO ASSIST THEM IN TRAVELLING OUTSIDE THE UNITED KINGDOM IN FURTHERANCE OF THE ADVANCEMENT OF THE EDUCATION OF SUCH PERSONS.
