PROMOTING THE EDUCATION, INCLUDING SOCIAL AND PHYSICAL TRAINING OF BOYS OR GIRLS IN NEED OF FINANCIAL ASSISTANCE AND UNDER THE AGE OF 25 YEARS WHO ARE OR HAVE A PARENT OR PARENTS RESIDENT IN THE AREA OF BENEFIT AND WHO ARE ATTENDING OR HAVE ATTENDED ANY SCHOOL OF SECONDARY EDUCATION IN OR SUBSTANTIALLY SERVING THE AREA OF BENEFIT: PROVIDED THAT PREFERENCE SHALL BE GIVEN TO SUCH BOYS OR GIRLS WHO ARE OR WHO HAVE A PARENT OR PARENTS RESIDENT IN THE PARISH OF BLABY.
