TO PROMOTE THE BENEFIT OF ALL REGISTERED BLIND OR PARTIALLY SIGHTED PERSONS WITHIN THE METROPOLITAN BOROUGH OF BARNSLEY IN PARTICULAR BY THE PROVISION OF ASSISTANCE WHETHER FINANCIAL OR OTHERWISE TO SUCH PERSONS.
