THE RELIEF OF POVERTY BY LETTING RESIDENTIAL ACCOMMODATION TO THOSE IN RECEIPT OF WELFARE BENEFITS AND WITH HEALTH DEFICIENCY WHETHER SUCH DEFICIENCY ARISES BY VIRTUE OF PREGNANCY, ALCOHOL OR DRUG DEPENDENCY OR DISABLED OR AGED AND OTHERWISE POTENTIALLY HOMELESS AND ADVISING GRATUITOUSLY THOSE INDIVIDUALS OF THEIR WELFARE RIGHTS.
