3.1 THE COUNCIL IS ESTABLISHED TO PROMOTE ANY CHARITABLE PURPOSE FOR THE BENEFIT OF THE COMMUNITY IN THE COUNTY OF ESSEX AND, IN PARTICULAR
(A) THE ADVANCEMENT OF EDUCATION;
(B) THE PROTECTION OF HEALTH; AND
(C) THE RELIEF OF POVERTY, DISTRESS AND SICKNESS
