AS TO BOTH CAPITAL AND INCOME FOR THE CARMARTHENSHIRE COUNTY COUNCIL FOR THE DEVELOPMENT OF THE COUNTY MUSEUM AT THE SITE OF THE FORMER PALACE OF THE BISHOP OF ST DAVIDS AT ABERGWILI CARMARTHEN ESPECIALLY AS A CENTRE OF ARTHURIAN INTEREST THAT STUDENTS MAY BE STIMULATED TO VISIT THE SAID COUNTY AND THE NUMEROUS PLACES OF ARTHURIAN INTEREST THERIN AND FOR THE ESTABLISHMENT OF AN ANNUAL ORATION IN THE TOWN OF CARMARTHEN TO BE CALLED THE 'ARBOUR STEPHENS ORATION' TO BE GIVEN BY A DISTINGUISHED SCHOLAR FOR WHICH HE IS TO BE ADEQUATELY AND REASONABLY PAID.
