THE RELIEF OF YOUNG PERSONS BETWEEN THE AGES OF 16 AND 40 AND OTHERS IN THE COMMUNITY WHO ARE SUFFERING FROM SERIOUS ILLNESS OR HANDICAP BY THE FUNDING AND THE PROVISION OF FACILITIES WHICH ENHANCE THE QUALITY OF LIFE OF SUCH PERSONS.
