TO RELIEVE PERSONS RESIDENT IN THE POLICE DIVISIONS BASED AT HOPE STREET, COPPERAS HILL AND THE BRITISH TRANSPORT POLICE (MERSEYSIDE REGION), (AND THE NEIGHBOURHOOD THEREOF) WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS OR SICKNESS PARTICULARLY THOSE WHO ARE SUFFERING OR HAVE SUFFERED AS A RESULT OF CRIME
