A) ENCOURAGING PARENTS TO UNDERSTAND AND PROVIDE FOR THE NEEDS OF THEIR CHILDREN THROUGH LOCAL COMMUNITY GROUPS AND BY:
B) OFFERING SAFE, SATISFYING AND APPROPRIATE PLAY, EDUCATION AND CARE FACILITIES FOR ALL CHILDREN WHATEVER THEIR RACE, CULTURE, RELIGION, MEANS OR ABILITY.
