THE RELIEF OF PERSONS WITH DISABILITIES AND IN PARTICULAR THOSE OF WHICH ARE CHILDREN RESIDENT IN DURHAM AND SURROUNDING AREAS BY THE PROVISION OF FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION OR OTHER LEISURE TIME OCCUPATION WITH THE OBJECTS OF IMPROVING THEIR CONDITIONS OF LIFE.
