TO RELIEVE YOUNG PERSONS WHO ARE IN NEED OR AT RISK OF BECOMING OR HAVE BEEN OFFENDERS BY THE PROVISION OF SEA-BASED ACTIVITIES TO PROMOTE THE PHYSICAL, MENTAL AND SPIRITUAL DEVELOPMENT OF SUCH YOUNG PERSONS SO THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND AS MEMBERS OF SOCIETY.
