THE RELIEF OF DISABLED PERSONS BY THE PROVISION OR THE ASSISTANCE IN THE PROVISION OF FACILITIES FOR HORSERIDING ("RIDING") AND DRIVING HORSE DRAWN VEHICLES ("DRIVING") SO THAT ALL DISABLED PERSONS WHO WOULD BENEFIT IN THEIR MENTAL OR PHYSICAL HEALTH FROM RIDING OR DRIVING SHOULD BE GIVEN THE OPPORTUNITY SO TO DO AND SO AS TO PROMOTE THEIR SOCIAL WELFARE AND IMPROVE THEIR CONDITIONS OF LIFE BY TRAINING, RECREATION AND REHABILITATION.
