FOR ASSISTANCE, RELIEF AND EDUCATION OF SUCH POOR PERSONS ORDINARILY RESIDENT IN GREAT BRITAIN, GERMANY AND POLAND, NAMELY PERSONS OVER 60 YEARS OF AGE, CHILDREN UNDER 15 YEARS OF AGE AND STUDENTS FOLLOWING OR INTENDING AND PREPARING TO FOLLOW A COURSE OF STUD AT ANY UNIVERSITY SHALL WITHOUT ANY PREFERENCE BETWEEN THOSE CLASSES BE PREFERRED TO OTHER POOR PERSONS ... THE INCOME MAY BE DELEGATED AS TO FORTY PER CCENT TO POOR PERSONS ORDINARILY RESIDENT IN GERMANY AND TWENTY PER CENT TO THOSE IN POLAND, AND FORTY PER CENT TO THOSE IN GREAT BRITAIN.
