TO RELIEVE IN CASES OF NEED WIDOWS OR SINGLE WOMEN OVER THE AGE OF 30 YEARS WHO ARE SUFFERING FROM ANY INCURABLE DISEASE (EXCEPT BLINDNESS, DEAFNESS OR INSANITY) WHO HAVE BEEN BORN IN THE COUNTY OF LEICESTERSHIRE OR WHO SHALL HAVE AT ANY TIME RESIDED THERE FOR NOT LESS THAN FIVE YEARS BY THE PROVISION OF OR PAYMENT FOR ITEMS, SERVICES OR FACILITIES WHICH ARE CALCULATED TO ALLEVIATE THE SUFFERING OF SUCH PERSONS.
