TO IMPROVE EDUCATIONAL, EMPLOYMENT AND RESETTLEMENT OPPORTUNITIES FOR OFFENDERS RESIDENT IN THE COUNTY OF ESSEX WHICH WOULD OTHERWISE NOT BE AVAILABLE, AND THEREBY ASSIST IN THEIR RE-INTEGRATION INTO SOCIETY.
