A PLACE OF EDUCATION, SOCIAL INTERCOURSE, OR HEALTH CLINIC FOR THE USE OF PERSONS OF ALL CLASSES REGARDLESS OF SEX; OF THE AGE 16 UPWARDS AND RESIDENT IN THE VILLAGE OR PARISH.
