BENEFITS TO BE DIVIDED ANNUALLY BETWEEN FIVE POOR FAMILIES RESIDENT WITHIN THE COUNCIL AREA, A PREFERENCE BEING GIVEN TO THOSE FAMILIES WITH NOT LESS THAN FOUR CHILDREN UNDER SEVENTEEN YEARS OF AGE, SUCH ANNUAL DISTRIBUTIONS TO OCCUR DURING THE WEEK PRECEDING CHRISTMAS DAY IN EACH YEAR.
