(B) THE PROVISION OF LEISURE TIME RECREATIONAL FACILITIES FOR THE BENEFIT OF THE INHABITANTS OF THE AREA, HAVING REGARD FOR THE EXISTING INTELLECTUAL, ARTISTIC, ECONOMIC AND CULTURAL BACKGROUND OF LEICESTER.
