PROVIDING FINANCIAL ASSISTANCE TO (A) THE WIDOW, ORPHANS AND OTHER DEPENDENTS OF ANY DECEASED PERSONS FORMERLY EMPLOYED IN THE DISTRICT AUDIT SERVICE AND HIS DEPENDANTS WHO ARE IN NECESSITOUS CIRCUMSTANCES ARISING (I) FROM HIS BEING ON SICK LEAVE WITHOUT PAY, OR WITH PAY AT A REDUCED RATE OR (II) FROM HIS BEING PREMATURELY DISCHARGED OR RETIRED ON ACCOUNT OF SICKNESS OR DISABLEMENT OR (III) FROM OTHER SPECIAL REASONS.
